All commando builds are far superior to rifleman builds dps wise. Rifleman builds are a whole lot of fun but lack dps for bigger enemies. The most important difference between a Fixer and a Combat Rifle is the 20% extra damage. It does have sneak build benefits obviously, but the Fixer is also just a superior combat rifle even for non-sneak commandos or riflemen.
