Yeah, I feel like the Covenant isn't Xenophobic at all, they just hate humans. They're more Fanatic Spiritualist + Militarist. Sounds like they wouldn't be Fanatic Purifiers then, either. they are a cultural hegemony, so its nore or less a race that dominates others. So playing dominayion tradition is lore friendly.
