Letting off completely doesn't let the carb freely close back up. If that Predator is a 212cc then a .036 jet is a good hotrod jet for it, same thing I'm running. You also need to replace the low jet when you put in the .036, or it'll have all kinds of trouble. Mine's now a .022 low jet.
The governor setting can adjusted, but by changing the hole the spring is connected to. IMO, the two are completely different things. A governor works to limit RPMs. A throttle stop works to limit power. It won't idle for more than 2-3 minutes without bogging down and trying to stall. It doesn't want to rev out at WOT, or even get there.
I got very similar results by putting a hotrodded (15+ hp.) 212cc in a kart too heavy for it. The real horsepower in it only appears at much higher rpm than the kart could get up to with its tall gearing. Only got 22 mph from a kart that was planned to go about 55 mph on a 12:60 ratio (1:5).

I have a brand new Predator 212 with a Mikuni 22M carb with .125 primary jet swap and upgraded exhaust header that will be going on my Drift Trike. Some things I am seeing. That carb is too small for that displacement, you need to be running 24mm minimum, 28mm is more ideal. Yes, 2mm size difference matters a lot and changes a lot.
