I ended up spending a bit of time trying to figure it out, and it seems that you need to go to GT Auto -> Customize Cars -> Custom Parts -> Rear -> Type B. For whatever reason that changed the maximum front downforce from 100 to 200 for me. All the suspensions and others parameters seems to work in the right direction in GT7 , with more or less effect than expected (narrow setting window for some).
