Illinois requires an Illinois title for the vehicle to be sold. Illinois is only allowing dealerships to send in 1 title a day. Tons of other people that live in Illinois transfer vehicles in from out of state and on top of that the stores own inventory that comes from out of state needs to be flipped as well.
