Mercury 90 hp 4 stroke fuel pump problems.

I recently purchased a 2005 mercury 4 Stroke (carb). I have replaced the fuel line completely (from tank to motor) and added a water/fuel separator. Running it on the hose, it runs fine (idle & will take throttle). When i put it in the lake (water), it acts as if it’s starving for fuel. Replaced both pumps and float checked hose and cleaned regulator, flushed out injectors and rail, new filters. engine starts and runs if you give it some throttle, fuel psi is 42-44psi. has good compression and new plugs.

Along with that the powerhead was replaced in the first 3 months of operation. The control module went out the 3rd year.
