It still can be chewed up if it faces something that counters it like artillery battleships. Usually that can be avoided though by mixing a carrier-artillery fleet. I have personally encountered frigates and raiders, but there are more. There's also a "battleship" you get from the cultist event chain. I'm mad you can't take them apart to get their tech, early game they are usually quite a bit better than your stuff. Generally no idea why you can't get some resources back, you just scrap them completely.
