Plaguebreak was abused on a few bosses, and ZoS then make it "player" only. It's an overnerf. It is a fun set and viable for dungeon trash clear, but was abused for 1-3s boss kills for certain bosses.ZoS needs to undo the nerf, or at the very least allow it to work on monsters, but against monsters there's a cap on the bonus damage.
